PyCifRW new version

Version 3.1.1 of PyCIFRW is now available at
http://anbf2.kek.jp/downloads/CIF

Changes from the previous version include an optional compiled extension
module which increases CIF file input speed by a factor of 2 or 3 (Linux
only for now, but source is provided and shouldn't be too hard to port
to Win/Mac), and a method to change the ordering of datanames and loops
in an output CIF file.  A couple of bugs have also been fixed.

As well as this, the validity-checking features of PyCIFRW can now be exercised using 
the web interface at:

http://anbf2.kek.jp/CIF/web_interface.html
