Dear Colleagues

I acknowledge Herbert Bernstein's work in starting the ball rolling on this
in his private email to me of 23 August. The process is explained in great
detail at the ISO web site:  http://www.iso.ch. A requirement of ISO
adoption is that a proposed standard shall have the support of a national
standards body, such as the British Standards Institution (UK) or American
National Standards Institute (USA).

I shall be happy (if he has no objection) to make Herbert's precis available
to any individuals who have an active interest in following this up.
