Indeed, the CIF1.1 standard takes pains to note that the encoding need
not be ASCII.  All I can say is thankfully significant numbers of
people didn't take the invitation to create, send, or archive CIF
files in non-ASCII encodings, or otherwise we would have had the
problems the wider world has had with proliferation of encodings.  The
lack of a specific encoding in CIF1.1 is a defect, not an advantage.
