Dear DDLm group,

The current ddl.dic specifies in several places that characters are drawn from the STAR character set. I suggest that we change this to the CIF2 character set and explicitly reference this characterset somewhere in ddl.dic. Otherwise we are permitting characters in our data values and names that are not expressible in CIF2 files.  Unless I hear objections from this group, I'll make this change.
