Interface to lists

I have now assembled some skeleton documentation and scripts for introducing
the available lists. They are found at the URL
       http://www.iucr.org/iucr-top/lists/

Your comments on these are - as ever - welcome. The "new lists" form is
operational, and I recommend you to try it, but not to excess - all your
tries will generate requests both to me and to Howard for the time being
(and no requests will be approved at the moment!).

I understand that the version of listproc we're using is the last that was
made publicly available. It's now available as a commercial product, and the
forthcoming new release has a web interface, so with luck we won't need to
develop this interface too far (see http://www.cren.net). But it's useful
for experimenting with.
