Hi folks -

If the quiet from this end has caused to you think that nothing was happening
here, you were thinking the right thing (at least nothing about CIF).  I
apoligize to all of you for being distracted with other tasks for so long.
This task has now risen to the top of the heap again, and it will stay there
until I finally catch up with all of the changes that I've gotten behind in
implementing.

I really am sorry for the time discontinuity - that is going to make it hard
for all of you to remember what the issues were, even though you were the
ones that raised them in the first place.  So I will continue to quote all
of the original mail, hoping that will get the thought processes running again.

I should say a few words about strategy - we are hoping to enter Phase two 
of the review process as soon as I catch up.  The plan is to make announce-
ments on selected list servers about the dictionary and the review process,
and to invite a wider audience to have a look.  It is our hope that this
wider audience won't have quite such a good eye for spotting problems and
suggesting changes - i.e., that this second round will be more educational
than editorial.  As for when this will happen, my hope is before the end of
the year, so that I can begin the new year as a clean slate with respect to
this project.
