PURPOSE

ndb_cif_rewind_row in the CifHandle data structure, specified by cf, sets the current row for the current category to the first one.

RECEIVES

cf	pointer to the CifHandle data structure

RETURN VALUE

Returns the current row or 0 for failure.

REMARKS

Function does provide new value to the cf.
