I believe that the Daylight Software toolkit has a mol2pdb converter
which would get you to a point where you could use Herb Bernstein's
pdb2cif converter.  The toolkit has a public domain version called
CEX (Chemical EXchange) which may also have some support tools for 
the mol format.
