Finance Committee

What does the Finance Committee do?

The Finance Committee reviews the IUCr’s financial position and advises the Executive Committee on matters including:

  • Annual budgets and financial forecasts
  • Income, expenditure and cash flow
  • Audited accounts and financial reporting
  • Investment performance and policy
  • Financial risks and reserves
  • Subscription levels and the unit contribution paid by Adhering Bodies
  • Staffing establishment, remuneration and related employment costs
  • Longer-term financial planning
  • Significant projects or commitments with financial implications

The Committee makes recommendations to the Executive Committee, which retains responsibility for financial decisions and is accountable to the General Assembly.

Membership

The Finance Committee’s members are appointed by the Executive Committee. Its composition is intended to provide appropriate financial, organisational and scientific experience.

The Convener should normally be resident in the same country as the IUCr Secretariat. If the Convener is not an elected member of the Executive Committee, they attend Executive Committee meetings in an ex officio capacity without voting rights.

How members are appointed

The Finance Committee is appointed by the Executive Committee in accordance with the IUCr By-Laws. The Convener proposes members with the skills and experience required by the Committee, and appointments are considered and approved by the Executive Committee.

Appointments should take account of relevant expertise, continuity, geographical representation, diversity and the need for appropriate scrutiny of the Union’s finances.

Meetings and recommendations

The Finance Committee meets regularly to review the IUCr’s financial performance and consider matters requiring advice before they are presented to the Executive Committee.
