PyCifRW update

I've put an updated version of PyCifRW (Python module for reading and
writing CIF files) onto the ftp download site:

ftp://anbf2.kek.jp/CIF/PyCifRW.tar

This version includes improved input file syntax error reporting and
some parsing bug fixes (removed exponential string match behaviour, 
added close square bracket, fixed problems when there were two 
terminators before a semicolon).  Deep copying of CifFile objects 
is now guaranteed to work.
