Re metadata requirements the Research Data Alliance's general and discipline specific guidelines will be useful, accessible also through the University of Manchester website:-

[This is one of approximately twenty crystal structure studies on the binding of anti-cancer compounds (platins) to histidine in a protein (Tanley et al. (2012) Acta Cryst F68, 1300-1306 so that for these there is Gold Open Access to the publications, the PDB files and the raw data.  Indeed a major development is that IUCr Journals ( IUCrJ, J. Appl. Cryst., Acta Crystallographica D, F ) have started linking their publications with primary data sets in repositories, of which my research is one example.

Also, Andy, thank you
for confirming that the ESRF data can be made accessible before the end of the embargo period if the PI decides to do so.
It is my understanding that the 3 years grace period ('embargo') is what 'taxpayers' agree is the period allowed to those who measured the data to analyse and submit a publication(s). After that the data should be fully accessible to anyone.  [Publications within the embargo period are what are expected by taxpayers basically and each should be / must be linked to their data and on which their words build.]
