[ddlm-group] FYI:Technical procedure for dictionary development

Apologies for cross-posting.

As you are aware, the detailed editing and discussion of technical points in dictionaries takes place on our Github repository.  A draft has just been put together on the development and release process which you are welcome to read and comment on. Note that this guide does not discuss the difference between a minor/major/patch level change. That will be in a different document.
