While ICSTI was meeting in Paris, things were happening in the world:

On Feb 14 George Soros's Open Society Institute launched an effort
to provide free and unrestricted access to scientific and other
academic literature, called the Budapest Open Access Initiative.
The stated goal is to be achieved through two complementary
strategies: i)Self-archiving and ii) the creation of a new generation
of alternative journals committed to open access. Soros is pouring
1 million USD per year for 3 years into the project.
