This is also a good approach, and I would add just one comment: There should be an official version of such a tool (no matter how simple it is), against which the operation of other software can be checked. This tool should be maintained as the specification evolves. There are two reasons for this, that occur to me: (1) If every image user writes their own from scratch, you will be surprised at how something which you thought was obvious has been completely misunderstood by someone else. (2) Actually writing software while the specification is being drawn up, means that implementation issues have a better chance of being spotted early on.
