[Imgcif-l] Correction to CBFlib Manual

The description of the byte_offset compression algorithm in the CBFlib 
manual had a serious error.  While the decimal values given for the flag 
values were correct (-128, -32768, -2147483648), the hex value given were 
not correct (they began with F0 instead of 80). Our thanks to Graeme 
Winter for spotting this.

The source code respositories on blondie.dowling.edu and sourceforge.net 
have been corrected for this error and the online copy of the manual at 
http://www.bernstein-plus-sons.com/software/CBF/doc/CBFlib.html has been 
corrected.

An updated release kit with the corrected manual will be available in a 
few days.

My apologies for the long-standing error.
