I am not a great specialist of CIF, however this restriction seems to be 
against the spirit of CIF where it does not seem to me that the order is 
important.

I fully agree that it would make the writing of software much easier but 
future users might make mistakes because they would not understand the reason 
for an order.

Thus I prefer more complexity for the writing of the software (not too much I 
believe) and easier use later.

Andy's suggestion about the delimiters is fine to me.
