[SA_Scat] decodeSAXS (3D model reconstruction) server

A program utilizes auto-encoder framework to compress the 3D modelrepresentation to allow efficient parameter optimization. The optimizedparameters are then decode to 3D shapes that matches 1D SAXS profile.
