A simple expression of the restrictions on the use of raw strings in
Proposal P is:

"A data value can only be output as a raw string if it is possible to
do so without inserting any <backslash> characters and the datavalue
does not terminate with a <backslash>"

The particular cases that this affects are listed in my previous
email.  Note that this applies in general, not just to LaTeX-like
datavalues, and makes proposal P raw strings slightly less powerful
than <semicolon><eol> datavalues.
