Dear Readers,

We take pleasure in informing you that ICSTI FORUM no. 37, March 2001, is
now available on the ICSTI web site. You can reach it from the ICSTI welcome

This issue of FORUM brings with it the first FORUM article by the new ICSTI
Executive Director, Barry Mahon. Barry discusses information retrieval -
where we've been, where we are, and where (perhaps) we are going.

A second article is my contribution. It is a report of a six-month study by
the U.S. National Commission on Libraries and Information Science (NCLIS),
an independent U.S. Federal commission. The report, a Comprehensive
Assessment of U.S. Public Information Dissemination, addresses the problems
U.S. Federal Agencies have with managing electronic documents and the
challenges they face working under a fragmented information dissemination
structure.

To provide updates of ICSTI members, FORUM often provides articles of member
organizations. This issue contains a paper on the European Patent Office,
the kind sponsor of the 2001 ICSTI General Assembly in Munich. In his paper
Gérard Giroud, Principal Director, European Patent Office discusses how the
introduction of the European Patent System with its centralised procedures
for handling patent applications, marked the beginning of great change in
patent protection for the European and non-European inventors and how it
continues to meet the objectives stated in the Patent Cooperation Treaty.
