For information:

The result of Ingegerd Rabows one year long study of  the scientific
communication market- electronic publishing has newly been published (in
Swedish) on the homepages of the Karolinska Institutes Library KIB:  Den
vetenskapliga kommunikationsmarknaden - Elektronisk publicering.

report is in Swedish but there are lots of graphs and references (many
clickable)  in the appendices that can be worth looking at.
This report has occasioned comments from the persons responsible for the
national licencing contracts at BIBSAM-the Office for National Planning and
Coordination of the Royal Library. They are contesting some of the
conclusions of Rabows report and welcome a debate on these questions. For
example Bergström and Stange  exhort the librarians to let the users,
students and researchers, decide themselves more freely on their needs
instead of believing that they are adding so much quality to their services
by carefully chosing the content of their collections. The statistics of
use in Sweden show that national licences although not always ( but often
also) favouring the ecomnomy of large libraries has really improved
information access for students and researchers.

All this is in Swedish but I am sure that all authors would be willing to
discuss their experience and arguments in English with interested
