I think the dictionary management group should have the flexibility to choose their own licence, at least within the bounds of the three that we've discussed, so no, I don't think it will be a problem.

At present, cif-img.dic is within the cbflib package under the GPL and LGPL.  We have been planning
to break it out into a separate repository.  Would there be any problem if we use CC-BY-SA for
cif-img.dic in the separate repository?  This would apply to both the DDL2 and DDLm versions.

Dear COMCIFS,

With apologies for the delay, here are the results of voting for the default licence for CIF dictionaries. CC-BY is the preferred option. I will convey this decision to the Executive for their approval.

Raw votes, in descending order of preference (note: 0 = CC0, BY= CC-BY-4.0, BY-SA = CC-BY-SA-4.0)
SW: BY 0 BY-SA
JRH: BY BY-SA 0
HJB: BY-SA BY 0
SB : 0 BY BY-SA
JB : BY-SA BY 0

Condorcet voting two-way match-ups: (x-y in cell (row A, col B) means A is preferred to B x times)
      |  0   BY  BY-SA
0     |  -  1-4   2-3
BY    | 4-1   -   3-2
BY-SA | 3-2  2-3  -

As BY wins in match-ups with both 0 and BY-SA it is the overall winner.

If you prefer preferential voting:

After distribution of first preferences:
0 1 vote
BY 2 votes
BY-SA 2 votes

Distributing second preference of CC0 vote:
BY 3 votes
BY-SA 2 votes

So in this system BY is also the preferred option.
