I agree that a license should be assigned, and I am satisfied with choosing one from the CC stable.
I'm not a big fan of CC0 in general, and I'm not convinced that it would serve all our objectives (nor am I sure that we are all entirely in agreement about what those objectives are and are not).
I am not qualified to offer a legal opinion on the enforceability of CC-BY in my own country, much less internationally. But I think that question is largely moot, as I doubt that the IUCr has either the resources or the will to actually litigate the issue.
We should therefore accept that the license we assign will provide only nominal legal protection in actual fact. The benefits I see are primarily
(i) it will convey our intent about how the dictionaries may be used, and
(ii) it may reduce legal risk perceived by dictionary users.
Perhaps I am naive, but I don't recognize what unwelcome things malicious, yet law-abiding actors might in practice be prevented from doing by CC-SA that they would not be prevented from doing by CC-BY.
On the other hand, it's unclear to me whether the additional freedoms provided by CC-BY are important to us in practice. Furthermore, it would be relatively easy to relax from CC-SA to CC-BY, but not really practical to strengthen from CC-BY to CC-SA.

Personally, I would prefer CC-BY-SA for any dictionary to CC-BY, since the SA clause
reduces the chance of abuse by malicious actors, for the same reason that the infectious
GPL is the most effective license for open source software to prevent abuse. Yes,
Steve is right that the CC-BY licenses are hard to enforce -- they have not been
tested in court that way the GPL has -- but if our intention is to limit the spread of
conflicting dialects CC-BY-SA at least makes our intention to reduce the chaos clear.
